Abstract
<jats:p><p> 住宅借入金等特別控除は、住宅購入者を優遇するための制度であると考えられる。本稿では、住宅購入者が本当にその恩恵を受けているのかを検証した。一般に税制優遇された資産は価格が切りあがるという<span>implicit taxes</span>(伏在税、暗黙の税)の考え方を利用した。その結果、当該制度対象物件はそうでない物件よりも約<span>11</span>%高い価格で販売されている結果を得た。このことは、当該制度の恩恵は住宅購入者ではなく、売却・販売者に帰属していることを意味する。本稿は地域を限定した河瀬(<span>2023</span>)などとは異なり、全国の中古戸建住宅を対象とした。このため、この結果が地域の制約を超えて一般的な現象であることを示したという点でも意義がある。<span></span></p> <p><span>The special tax credit for housing loans is generally regarded as a policy designed to favor homebuyers. This paper examines whether homebuyers actually receive the benefit of this tax incentive. To do so, it applies the concept of <i>implicit taxes</i>, according to which tax-favored assets tend to be traded at higher prices. The results show that properties eligible for this tax credit are sold at prices approximately 11% higher than comparable ineligible properties. This suggests that the benefit of the system accrues not to homebuyers, but rather to sellers. Unlike Kawase (2023), which focused on a limited geographic area, this paper examines existing detached houses across Japan. In this respect, the paper is also significant in showing that the result is a general phenomenon not confined to a particular region.</span></p> <p><br></p></jats:p>
