Abstract

<jats:p>&lt;div&gt; 本稿は、AIによる社会認知負荷の外部化が、組織政治によって実質的に発言権を制限されてきた人々の発言権へのアクセス条件を再構成しうるかを検討する。組織における発言権や提案採択は、提案内容の質だけでなく、印象管理、暗黙の規範理解、根回し、信頼形成といった対人調整に左右されやすい。その結果、戦略的知見を有していても、組織政治上の不利によって発言機会を奪われる主体が生じうる。本稿では、AIが発話や提案の整形、文脈整理、論点の構造化を通じて対人摩擦の低減を媒介することで、こうした主体の発言機会や提案採択率を変化させる可能性を検討する。他方で、信頼形成、利害調整、責任帰属が重要な局面では、その効果が限定され、むしろ新たな排除や依存関係を生む可能性も併せて考察する。以上を通じて、AIが組織政治における発言権配分をいかに再編しうるか、その条件と限界を明らかにする。 &lt;/div&gt; &lt;div&gt; &lt;br&gt; &lt;/div&gt;This paper examines whether the externalization of social-cognitive burden through AI can reconfigure the conditions of access to strategic voice for individuals whose voice has been substantively constrained by organizational politics. In organizations, opportunities to speak and the likelihood that proposals are adopted are shaped not only by the quality of ideas, but also by impression management, tacit norm recognition, informal coordination, and trust-building. As a result, actors with strategic insight may nevertheless be excluded from effective participation because of political disadvantages within organizational settings. This paper explores the possibility that AI, by mediating the formatting of speech and proposals, organizing context, structuring arguments, and reducing interpersonal friction, may alter both speaking opportunities and proposal adoption rates for such actors. At the same time, it considers the limits of these effects in situations where trust formation, interest coordination, and responsibility attribution are central, and where AI-mediated support may instead generate new forms of exclusion or dependency. Through this analysis, the paper clarifies the conditions under which AI may redistribute strategic voice within organizational politics, as well as the limits of such redistribution.</jats:p>
