Abstract
<title>Abstract</title> <p>The process of implementing Sustainable Development Goals (SDGs) within national policy frameworks has become a strategic concern of the countries aiming to achieve inclusive development, equality, and sustainability. This paper engages in a thorough content analysis of thirty-three research articles that are indexed by the Scopus database between 2010 and 2025 and relate to the concepts of National Development Management, SDG policy frameworks, and sustainability governance. The study reveals the most significant intellectual patterns, changing trends, and prevailing thematic clusters that influence the discourse through Natural Language Processing methods, namely, Term Frequency-Inverse Document Frequency (TF-IDF) vectorization and Non-negative Matrix Factorization (NMF) topic modeling. The bibliometric measure covers the years of publication, journals, authorship and co-occurrence of keywords with the help of citation insights. There were four key themes that appeared, namely: (1) Integrated National Policy and Governance, (2) Institutional Frameworks and Capacity Building, (3) Monitoring, Evaluation, and Data Systems, and (4) Inclusive Growth and Sustainability Transition. Findings suggest that there is a significant change to an implementation-oriented and evidence-based policymaking after 2018. The results present an interpretative summary of how scholarship is aligned with the United Nations 2030 Agenda. The paper ends by giving implications on the future policy research and interdisciplinary cooperation to enhance capacity of SDG implementation.</p>
