Abstract
<title>Abstract</title> <p>Saudi Arabia's Vision 2030 has driven an unprecedented pipeline of giga-projects, delivered at a scale and pace that strain conventional project management approaches. Building Information Modelling (BIM) is mandated on public projects as part of the Kingdom's digital transformation agenda. In practice, however, BIM adoption remains concentrated in design coordination and clash detection, with limited extension into the cost, schedule, and progress control functions that determine giga-project delivery performance. This paper develops a framework for BIM-enabled project controls, integrating four dimensions, model-based quantity take-off for cost control, 4D simulation for schedule control, model-based progress tracking, and model-linked quality and defect tracking, into a single controls capability rather than a design-only application of BIM. Drawing on the Saudi BIM adoption literature and project delivery experience, the paper identifies a shortage of dual-skilled personnel, fragmented data interoperability, and a design-stage-only mandate scope as the principal barriers preventing BIM from delivering its full project controls value. The proposed framework gives project owners, consultants, and contractors a practical route for extending BIM beyond design verification into an integrated project controls capability, supporting the smart-buildings and digital transformation objectives of Saudi Vision 2030 and the Kingdom's research and innovation agenda.</p>
