Abstract
<title>Abstract</title> <p>Educational institutions increasingly use strategic planning tools, yet fragmented application can disconnect vision, diagnosis, strategic choice, implementation, assessment, and improvement. This study developed the VISTA ED Model and examined its expert-based content validity as an integrative framework for organizing dispersed strategic tools into a coherent planning architecture for schools and universities. A model-development and expert-validation design was used. The initial framework was synthesized from established strategic management tools and reviewed through a two-round modified Delphi process with 22 experts in educational administration, strategic planning, leadership, quality assurance, institutional development, and policy. Round 1 showed strong support (average mean = 4.47, average I-CVI = 0.93, average CVR = 0.81) while identifying refinements related to comprehensiveness, applicability, alternative evaluation, educational adaptation of corporate tools, and usability. Accordingly, Porter’s Five Forces was reframed as adapted educational sector analysis; BCG portfolio logic was removed as a central tool and replaced by an educational impact-sustainability review; cost-benefit logic was broadened into feasibility and resource assessment; risk analysis was added; and scenario planning was simplified into foresight-based stress testing. Round 2 confirmed the revised framework with 100% agreement and I-CVI values of 1.00 across final items. The findings support VISTA ED as a content-valid and expert-acceptable conceptual-operational framework, while field effectiveness requires future testing.</p>
