Dynamic and forecast indicators of the number of employees in healthcare organizations, taking into account forms of ownership in the Russian Federation.

<jats:p>The staffing of the healthcare system of the Russian Federation is one of the most acute problems of the industry, characterized by multidirectional processes in the public and private sectors. The current situation requires a quantitative assessment of ongoing changes to develop sound management decisions. Objective: to analyze the dynamics of the number of employees in healthcare organizations of the Russian Federation for the period 2009–2024 in the context of forms of ownership (public and private sectors), to identify the main trends and structural shifts in the staffing of the industry, as well as to evaluate forecast indicators of the number of medical workers until 2030. Methods and methods. Data from the Federal State Statistics Service (Rosstat) on the average number of employees and wages for 2009–2024, regulatory legal acts, methodological documents were used. Methods of statistical and economic analysis were applied. Results. Two oppositely directed processes were identified: a steady reduction in personnel in the public and municipal sector (the absolute number decreased by 777.8 thousand people – from 4192.4 thousand to 3414.6 thousand) and a pronounced growth in the private sector (the number of employees increased almost threefold – from 216.9 thousand to 619.0 thousand people). The trends are statistically significant (R²=0.968 and R²=0.961, respectively). The analysis of wages showed a significant increase in nominal wages in both sectors (by 4.08 and 4.66 times, respectively), however, its relative level to the industry average decreased. Conclusion. The necessity of a systematic approach to the management of human resources in healthcare is substantiated, taking into account the preservation of the public sector and the development of private medicine.</jats:p>
