Accountability Displacement in South Africa’s Digital Welfare System

<jats:p>The digitalisation of social grants in South Africa has inverted the accountability relationship between citizens and the state. People now answer to opaque digital systems they cannot see into or challenge, while the state evades scrutiny. This is accountability displacement – a structural problem rooted in competing priorities, fragmented governance, and design that favours efficiency over rights. Five enabling conditions create genuine openings for change and three accountability pathways offer a practical framework for restoring citizen voice. Reform is both necessary and achievable.</jats:p>
