Abstract

<jats:p>Research on Syria from the Better Assistance in Crises (BASIC) Research programme has focused on identifying whether social protection was sustained in the period from 2011 to late 2024. The intention was to better understand what forms of social protection are sustained in conflict situations, why, and how this is achieved. The majority of data collection and analysis took place before the Assad regime was replaced in November 2024 (Dupras and Slater 2026). A briefing note in February 2025 explored what had happened after Assad’s fall (Dupras and Slater 2025; Slater and Dupras 2025). It outlines the dismantling of consumption subsidies, freezes on bank accounts, and limited cash transfer/pension payments as the key outcomes for social protection immediately following regime change. This briefing note explores what happened to social protection in Syria in the months that followed and identifies spaces for social protection reform and rehabilitation.</jats:p>
