Municipal Control over the Observance of Patients' Rights: The State and Development Trends of Legal Regulation in the Context of the Healthcare System Reform

<jats:p>The article examines the legal nature and content of municipal control over the observance of patients’ rights in the context of healthcare system reform in the Russian Federation. The study analyzes constitutional, municipal and healthcare legislation defining the scope and limits of local self-government bodies’ participation in ensuring patients’ rights. The paper identifies key regulatory and institutional challenges of municipal control and substantiates the main directions of its development within a risk-based and preventive regulatory framework.</jats:p>
