Interaction between the Investigator and the Operational Units of the Department for Economic Security and Anti-Corruption When Verifying a Report of an Economic Crime: Procedural Possibilities and Limitations

<jats:p>The paper examines the interaction between the inquiry officer and the units of economic security and anti-corruption (hereinafter — ESAC) at the stage of verifying a report on an economic crime. According to the Main Information and Analytical Centre of the Ministry of Internal Affairs of Russia for January — December 2025, 107.2 thousand economically oriented crimes were detected; material damage amounted to 363.4 billion roubles; 76.8% were detected by internal affairs units. In the author's opinion, the outcome of verification depends not on extra-procedural discretion, but on the written instruction of the inquiry officer, coordinated planning, preservation of documentary and digital traces, proper presentation of OSA results and prosecutorial control. A five-stage interaction model is proposed.</jats:p>
