Development of the Administrativea and Legal Model of Licensing and Permitting Activities in the Sphere of Higher Education

<jats:p>The paper is devoted to the study of the prospects for the development of licensing activities in the field of higher education. The author concludes that the existing legal and regulatory framework for licensing in this area does not fully meet the goals of protecting citizens’ rights to receive a high-quality higher education and gives this method of regulation an excessive formal and bureaucratic character. The article identifies the problems of formulating licensing requirements and argues that licensing and permitting activities are not appropriate for state universities. The author proposes the development of an administrative and legal model for licensing and permitting activities, which involves transferring these functions to self-regulatory organizations established on a regional or sectoral basis, while maintaining state supervision over their activities, as well as developing a system of internal departmental control over state universities by their founders.</jats:p>
