Administrative Mandate in the Sphere of Ensuring Constitutional Rights and Freedoms of Man and Citizen in the Field of Public Administration

<jats:p>In the article, the maximum facilitation of the realization of citizens’ constitutional rights and freedoms is regarded as a determinant that defines the legality, effectiveness and efficiency of public administration activities. The state, through its public aministration, grants a mandate to ensure strrictly all the necessary conditions for the actual (factual) exercise of of the constitutional rights and freedoms of an man and citizen. The main aspekts of the lawful activities of public administration are- creating the material, financial,organisational and legal-protection conditions for citizens to exercise their constitutional rights and freedoms. In the public-law mechanism for ensuring the constitutional rights and freedoms of an man and citizen, significant role also belongs to the institutions of civil society, to which the state delegates the exercise of some it powers in one form or another. The artikle states that the proper conditions for guaranteeing the constitutional rights and freedoms of an man and citizens are ensured not only through the work of public administration, but also as a result of its efforts. This is directly related to the strict observance of legal reguirements, obligations, as well as rules of public order and discipline by the citizens themselves. Socially active behavior of citizens-a deep respect for and adherence to the Constitution, and understanding of the ideas and principles of national law, consistetent complience with legal reguirements, and proakttive efforts to achive national legal goals -ultimately the decisive factor in ensuring the constitutional rights and freedoms of man and citizens.</jats:p>
