Administrative Permission as a Mirror of Administrative Discretion

<jats:p>This article examines the relationship between such fundamental concepts in administrative law theory as the method of permission and administrative discretion. It proposes that the boundaries of administrative discretion are determined not only by the stated prohibitions and permits, but also by the legitimate goals of legal regulation.</jats:p>
