Abstract
<jats:p>The active reform of China's law enforcement system, initiated in the 1990s, has enabled China to reach entirely new levels of national security organization. However, as the process demonstrates, law enforcement reform was not implemented all at once, as directed above, but rather systematically, with a thorough study of best practices. Only then did the PRC's Ministry of Security gradually and systematically integrate best practices in this area. It is also important to note that simply increasing the number of Chinese law enforcement personnel is not the priority for optimizing and improving their work. First and foremost, government authorities emphasized to the leaders of the PRC's Public Security Ministry that reform must be implemented comprehensively, combining continuous development of the organizational structure, improved preventive performance, better interaction with the media, and enhanced cooperation with the public. Thanks to the reform of PRC's Public Security Ministry units, which began in the 1990s and continued in the 2020s, modern Chinese law enforcement officers are not only well-equipped but also have professional training that meets modern challenges and threats, enabling them to be one of the most effective law enforcement systems of the 21st century.</jats:p>
