Improvement of the Administrative and Legal Organization of the System for Implementing State Functions in the Sphere of Higher Education

<jats:p>The work is devoted to the study of the system of organization of the implementation of higher education functions by government bodies based on the investigation of legislative and other regulatory legal acts that regulate their legal status, both at the national and departmental (sectoral) levels. The author comes to the conclusion about the lack of order and gaps in the legal consolidation of state functions for the relevant executive authorities responsible for the public administration of tertiary education. There is an almost complete lack of legal consolidation of the relevant functions performed by the executive bodies for the management of subordinate sectoral tertiary education systems. The author proposes a new model of the system of implementation of tertiary education government functions, as well as identifies areas for improving education law and optimizing the legal regulation of the activities of federal executive bodies governing tertiary education.</jats:p>
