Issues of Modern Transformation of Legal Regulation: “Smart Regulation” and Its Prospects

<jats:p>Purpose. The publication aims to reveal the contemporary problems of conceptualizing “quality regulation” using the example of analysis the main aspects of “smart regulation” research in the works of scientists from the Institute of Law of Volgograd State University. Metodology: Taking into account the interdisciplinary nature of the study, its methodological basis is represented by a set of methods, including dialectical, formal-legal, historical and comparative-legal, logical-syntactic, semantic, analytical-synthetic. Based on the article’s results, the authors formulate conclusions regarding the specifics of the genesis and development of the concept of “smart regulation”, its place in the context of modern political and legal ideas, problems and prospects for further evolution. Scientific and practical relevance. The main provisions of the study contribute to the elucidation of theoretical issues of “smart regulation” that have been fragmentarily studied in modern Russian jurisprudence, the introduction of the concept of “smart enforcement” into scientific circulation, and an understanding of the practical consequences of the influence of “quality regulation” on the law-making and law enforcement processes.</jats:p>
