Problems of Legal and Regulatory Regulation in the Field of Ornithological Support of Flights

<jats:p>The article examines the current legal and regulatory framework for ensuring ornithological safety of civil aviation flights in the Russian Federation. The authors analyze the existing model, which is characterized by fragmentation and a lack of uniformity in law enforcement practice. Special attention is paid to the analysis legal gaps in the mechanisms of interaction between aerodrome operators, supervisory authorities and municipal structures responsible for the condition of aerodrome-adjacent territories. The article critically evaluates the terminological apparatus. Based on the results of the study, conceptual approaches to the systematization of the legislative framework are proposed, aimed at the transition from formal compliance with disparate norms to the introduction of a comprehensive regulation that meets modern challenges in the field of flight safety.</jats:p>
