Regulatory Forms of Ensuring the Status of Heads of Municipal Administrations (According to Federal Law No. 33-ФЗ of March 20, 2025)

<jats:p>The work is devoted to a comprehensive study of the transformation of the legal status of heads of municipal administrations under the integration of local self-government into a unified system of public power based on Federal Law No. 33-FZ of March 20, 2025. It is established that the rejection of the principle of constitutional autonomy of municipalities and the introduction of vertical subordination mechanisms radically change the legal nature of the head of local executive power. It is determined that the new legislative model forms three basic characteristics of the status: subordination, contingency of the mandate, and functional standardization, which ensure administrative unification but generate risks of delegitimization of local authorities, structural vulnerability of management personnel, and judicial collisions when applying early termination mechanisms. The authors conclude that it is necessary to develop additional procedural guarantees, regulate criteria for territorial transformations, and implement transparent interaction procedures between regional and municipal bodies to balance the principles of administrative efficiency and constitutional independence.</jats:p>
