Abstract
<jats:p>The document proposes a conceptual and operational framework to promote interoperability in educational information systems across Latin America and the Caribbean, viewing it as a key enabler of digital transformation and evidence-based decision-making. To this end, it organizes interoperability into four interdependent domainslegal, organizational, technical, and semanticwhich must be developed in a balanced manner, and presents a practical five-step roadmap that guides implementation from initial conditions and governance arrangements to institutional sustainability. In addition, it identifies the main barriers and enabling conditionstechnological, regulatory, organizational, and culturaland emphasizes the importance of strengthening institutional capacities, coordination across levels of government, and a culture of data use in educational management.</jats:p>
