MONITORING AND EMERGENCY MANAGEMENT IN UKRAINIAN ELECTRICITY NETWORKS IN EXTREME MODES AND UNDER THE CONDITION OF INTEGRATION WITH ENTSO-E

<jats:p>A comprehensive approach to increasing the survivability of the power system based on the joint use of monitoring systems and emergency control automation is considered. A comprehensive method of joint operation of monitoring systems (based on WAMS/PMU) and emergency control automation (ECA) is determined, adapted to work in extreme modes of the Ukrainian UPS (a combination of large-scale topological network destruction and a deep deficit of generating capacity). The concept of dynamic adaptive ECA by main networks is proposed, which allows simultaneously minimizing the volume of disconnections of Ukrainian consumers and ensuring strict restrictions on cross-border power flows with ENTSO-E countries in real time, as well as improved mathematical models for assessing and ensuring static and dynamic stability for the Ukrainian UPS in conditions of weak connections and critically reduced short circuit levels in the Ukrainian power system. Methods for ensuring the survivability of power systems in conditions of prolonged military and systemic crises have been further developed by moving from static reliability criteria to dynamic assessment of the technical condition of the main network based on online monitoring data.
