Abstract
<jats:p>The Congress of Europe was held in The Hague, Netherlands, from May 7 to 11, 1948. That Congress was promoted by civil society, more specifically by the International Committee of the Movements for European Unity. Led by Duncan Sandys and Józef Retinger, more than 800 participants from over 30 countries took part: representatives from across the political spectrum, philosophers, journalists, church leaders, lawyers, teachers, businesspeople and historians. All of them were given the opportunity to discuss ideas concerning the development of European political cooperation in the complex post–World War II context. Promoted by the Basque Council of the European Movement (EUROBASQUE), this book contains the complete Proceedings of the Congress of Europe, translated into Basque for the first time. In addition to the records of the plenary sessions and working committees, it also includes the resolutions adopted at the Congress. Nearly eight decades after the event took place, consulting these proceedings remains essential for understanding the origins of European integration and the role played in it by the European Movement.</jats:p>
