Abstract
<jats:p>The article is devoted to the study of institutional factors determining the effectiveness of innovation infrastructure in resource-dependent regions of the Russian Federation. The relevance of the research is determined by the need to diversify the economy of raw-material territories in the context of global technological transformation. Based on empirical data from the ratings of innovative development of the subjects of the Russian Federation for 2022-2024, the resource-dependent regions were typologized according to the level of effectiveness of the innovation infrastructure. Four types of institutional traps have been identified: the trap of rent-oriented behavior, the trap of institutional incompetence, the trap of low trust, and the trap of institutional transplantation. It is revealed that the achievements of the regions in the field of innovations are mainly determined by institutional factors. A differentiated approach to innovation policy is proposed, depending on the type of dominant institutional trap.</jats:p>
