The diptych of public interest in Land law: space and food

<jats:p>The monograph is devoted to one of the most acute, but insufficiently developed categories of modern land law — the public interest. The author proves that in practice, departmental or commercial interests are often hidden under this concept, which gives rise to unreasonable decisions on building, zoning and land transfer. The publication is structured like a diptych: the first part explores public interest in relation to built-up areas (urban zoning, spatial planning, challenges of digitalization), testing the conclusions on the resonant case of the development of Sergiev Posad as a national spiritual center. The second part transfers the same optics to agricultural land, where land acts as a means of production. Food security, digitalization of agriculture, land turnover and protection of soil fertility are considered. The author offers an original theoretical model — a triad of public interest (state, public, and public proper), as well as specific legislative solutions: agricultural regulations, value capture mechanisms, and the institute for the protection of public interest. It is addressed to researchers, teachers, graduate students and undergraduates of law schools, judges and practicing lawyers specializing in land and urban planning law, government and municipal employees, as well as representatives of the agricultural business and developers. The publication will be useful for students in the fields of "Jurisprudence", "Land Management and cadastre", "Urban Planning" and "State and Municipal Administration", including in the framework of the scientific specialty "Public Law (public law) sciences".</jats:p>
