Abstract
<jats:p>The effectiveness of the state as a digital platform is crucially determined by the degree of trust of citizens, the expert community and business in the actions of the authorities, how easy and understandable their interaction is, and whether it meets people's expectations. The digital state presupposes a new culture of public administration, designed to focus the work of the authorities around the interests of each individual. The textbook reveals the mechanism of digital management, reveals its elements, technologies and communication strategies. Special attention is paid to the strategies of introducing digital technologies and artificial intelligence into the system of modern public administration in the Russian Federation and abroad.
