Abstract
<jats:p>The monograph is devoted to a comprehensive study of the Legal Institute of Marine Spatial Planning (MPP) in the Russian Federation. The theoretical and legal foundations of the IPR, the legal regime of maritime spaces, the system of principles, and the international experience of the EU, USA, and China are considered. The place of the MPP in the strategic planning system, the document system, the water area zoning, and the marine areas as objects of legal regulation are analyzed. The system of public administration bodies and mechanisms for the implementation of WFP documents are being investigated. A systemic legal gap in the regulation of the use of marine spaces has been identified. A draft Federal Law and a list of by-laws have been developed. The proposals can be used to improve maritime legislation and ensure national security. It is addressed to government employees, teachers, students, and anyone interested in strategic planning.</jats:p>
