Abstract

In this final chapter, the future trajectory of local governance resilience is examined by addressing the central question: Quo vadis (lit.: Where are you going?). What are emerging trends shaping local governance and where does one go from here? Building on the insights of preceding chapters, the argument is that resilience must become embedded in routine local governance practices, much like a child who learns to dance simply by growing up where dancing is part of everyday life. Resilience should therefore be perceived as common practice and not merely as an exceptional response to crises. The chapter provides a synthesis of the key principles, dimensions, and elements of resilience identified throughout this publication, ranging from normative governance perspectives and exogenous contextual factors to institutional capacities, leadership, stakeholder collaboration, and community engagement. Based on this thematic consolidation, the proposal is a local governance resilience framework (LGRF), accompanied by a practical checklist for operationalization. Together, these tools are aimed at supporting local authorities worldwide in institutionalizing resilience as an integrated, adaptive, and sustainable approach to urban governance.
