Abstract

<jats:title>Abstract</jats:title> <jats:p>This conclusion brings the five-stage framework into one arc—emergence, early warning, crisis, agenda-setting, and response formation—and shows how disruption takes shape through the way that societies interpret, argue over, and build institutions around new technologies. Each stage offers its own openings: emergence sparks creativity, early warnings sharpen awareness, crises mobilize action, agenda-setting channels urgency into politics, and response formation sets the contours of the new equilibrium. The process is messy, uneven, and often improvised, but reflects resilience, a capacity to adapt under conditions of uncertainty. From nuclear arms to AI, the cases reveal disruption as a recurring cycle of adjustment and renewal through which institutions recalibrate and publics renegotiate values.</jats:p>
