Technological Emergence

<jats:title>Abstract</jats:title> <jats:p>Chapter 1 introduces the first step in the five-stage framework for understanding technological disruption. Emergence describes the period when a new technology surfaces, attracting attention but not yet provoking systemic response. Throughout history, new technologies have tended to arrive faster than the frameworks meant to interpret or contain them. The telegraph shrank distance before diplomacy adapted, nuclear fission redefined power before politics caught up, and social media rewired communication before societies understood its reach. The chapter shows how AI fits this pattern: it arrived with startling speed, capturing the public imagination and investment, while the public, the platforms building the systems, and the governments tasked with oversight all struggle to grasp its implications. During emergence, developers and creators are still testing what the technology can do, whether it can scale, how users might employ it, and what kinds of pressures it may create. In comparing AI to earlier cases, the chapter presents emergence as a change in perception: the recognition that technology has brought both opportunity and vulnerabilities.</jats:p>
